I don't know how I feel about it either (I think Arnold has shown himself to be a pretty poor governor), but I think the laws themselves are an attempt by California legislators to make up for their own failures to fund the state system. Of course the voters have some blame, too, since they approved huge state obligations like stem cell research and high-speed rail.
